No. The Borgata is on the bay. The Borgata is located in the Marina section of A.C, which is not on the beach/boardwalk. If you want to stay at the Borgata but go the beach, you can take a Jitney or a cab to the beach/boardwalk, which is about a 5 minute drive.
Children are allowed. They have specific areas they must walk on in the casino area. They are allowed in the buffet and downstairs is a food court area that is nice for kids. The pool at Borgata is a family pool that allows children, the pool at the Waterfront is for 21 and over.
